On April 21, Xin Changxing, Secretary of the CPC Jiangsu Provincial Committee, conducted a research visit in Nanjing. He emphasized the importance of thoroughly studying and implementing the key speeches of President Xi Jinping regarding Jiangsu’s work, enhancing strategic resolve, strengthening confidence in development, calmly and steadily addressing the difficulties and challenges brought about by external influences, continuously advancing high-quality development toward new and better directions, and striving to make greater contributions to the overall national agenda.
At NanZhi Institute of Advanced Optoelectronic Integration (IOPTEE), Xin Changxing visited the exhibition hall, inquired about the development of the photonic chip industry, observed the display of innovative achievements, and engaged in discussions with academicians and experts. He pointed out that technological innovation and industrial innovation are fundamental paths to developing new productive forces. It is necessary to fully leverage various advantages, strengthen efforts in tackling key core technologies, and promote the full integration of basic research, applied research, technology development, and achievement transformation. This will ensure a better alignment between the innovation chain and the industrial chain, injecting more new momentum into high-quality development.
IOPTEE was established in April 2018 as a key new R&D institution jointly built by 黑料社 and Nanjing City under the "Double First-Class" initiative. It primarily focuses on technology R&D, achievement transformation, and product manufacturing in areas such as optical micro-nano structure device fabrication, heterogeneous integrated photonic chips, optoelectronic packaging and testing, and photonic integration design. It has built the country's first "Thin-Film Lithium Niobate + X" photonic chip production line, featuring a 5,000-square-meter high-grade cleanroom and over 70 sets of micro-nano processing, testing, and characterization equipment, enabling full-chain production and manufacturing capabilities for photonic chips. It has already incubated and transformed over 20 technological achievements in cutting-edge fields such as optical communication, artificial intelligence, and micro-opto-electro-mechanical systems (MOEMS).
IOPTEE serves over 300 clients, including enterprises, institutions, universities, and research institutes. It has attracted more than 50 top-tier R&D and process experts from leading enterprises, supported over 20 innovative teams from universities and research institutes in conducting on-site R&D, and incubated and gathered over 40 high-tech companies in the photonics field. In 2024, the company achieved over 100 million yuan in main business revenue. It has received support for more than 20 research projects. The company possesses 104 intellectual property rights and has been recognized as a National Specialized and New "Little Giant" Enterprise, a National High-Tech Enterprise, a member of Jiangsu Province's Photonic Chip Talent Tackling Alliance, a Jiangsu Provincial Benchmark Incubator, and one of the first high-level cultivated new R&D institutions.
In recent years, NJU has continuously promoted the deep integration of technological innovation and industrial innovation, incubating a batch of innovative enterprises such as IOPTEE, Jicui Pharma, and Tuogong UAV. In the future, NJU will push more original technologies from the laboratory to the production line, create a number of benchmarks for industry-university-research collaborative development, and continue contributing 黑料社's strength to Jiangsu's efforts in building a globally influential industrial and technological innovation center.
